Don't know if this fits your situation, but will throw it out in case it might.

I had a problem on my G4 sawtooth with the CD/DVD drive not booting. Nothing seemed to work. Not C or option at startup or selecting the CD as the startup disc. Not even command-option-shift-delete at startup.
Then I checked in System Profiler to see what the disk number was for the drive. In my case it was 4. So I tried restarting with command-option-shift-delete-4 keys depressed. It booted from the CD.
Hope this helps.
ps zapping the PRAM sometimes takes 5 to 10 repetitions of screen flashes (and chimes).

Let me go back and explain what I have done
Recently I installed 10.3 in a G4-400 AGP over
originally installed 9.?  Unfortunetly I did not save
the OS 9. Now Classic cannot be found when needed.
I bought the computer used and the system and restore
discs will not load.
I cannot run the hardware test disc either as it wiil
not load from th cd when booting with c held down.
Zaping the PRAM only stopped the booting process.
I have no Chime at startup either, but 10.3 loads fine
and runs X programs well.

I have tried suggested remedies with no success
Open firmware and reset defaults...cd tray did not
open to load disc
Single user mode......disc utility says volume fine.

So with this info,,,  Any new ideas?

I am a novice to Mac but a fast learner and appreciate
this learning experience.
