I need to clarify my answer above:

IconSizeEnabler 1.0 enables INDIVIDUAL icon sizes for each icon in Jaguar. You can have a desktop littered with all different sized icons simultaneously; some giant and some miniature.

Changing ALL icon sizes is a View Option on both Jaguar & Panther as Bruce and others pointed out.

And another pitch for the Pixture Studio products which are mostly contextual menu additions to Finder than enable you to open picture files (.jpg, .pict, etc) and edit them (contrast, brightness, crop, etc.) all from Finder with no application to open. There is also a .pdf viewer for Finder. Very quick if you use a two button mouse or trackball with right-click.
