You can install it into 10.2 but it comes pre-installed (or you can 
choose not to have it installed by customizing the installation) in 
10.3.  It's very useful!  I recently brought my old G4 iMac to work 
(yesterday) and they don't have file or print services for Mac on their 
Windows Server activated.  Yet, using CUPS, I was able to connect to a 
networked Windows printer.
