Good news! I booted into Jaguar (10.2.8) and the 104 flasher worked the first time. So the problem is in Panther, as I originally suspected.
And my 1x disks seem to be recordable at 2x as advertized. I haven't tried one yet. Hope this helps some of us who have had problems with this.
