Can a PC SATA controller card work with or be flashed for use with OSX Panther on a G4 DA?

Generally, no they cant. The SATA cards have code on them and tend to be setup for PC or Mac only. There is a growing selection of Macintosh SATA controller cards available and Highpoint has now released drivers for their 8 port RAID card.
