It seems like conventions are changing about replying to emails so I'll reply 
from the top.

Not every ISP has acceptable use policies/terms of service that forbid running 
servers. For instance, my ISP, DSL Extreme, will allow you to run almost any 
server you want on your account. They just expect you to know what you are 
doing before you put a server up, and they will crack down hard on you if you 
run a mail server that is forwarding spam. You have to specifically ask them 
to open up Port 25 to allow outgoing email. This is also necessary if you use 
email servers other than DSLX, which is what I do with this account.

If you live in any area that has SBC Communications as your basic telephone 
service provider (aka "last mile") you are in luck...DSLX will service you 
anywhere SBC is. They will also service people who have Verizon as their 
"last mile" if you are in California. Unfortunately other Verizon customers 
can't get their service.

You can even get three STATIC IP addresses with your account...FIVE if you 
qualify for and opt for a high-end package. And a static IP address is what 
you need for a server...this way you don't have to screw with services like 
dyndns to get a domain associated with your IP address.
