Heh, heh... that sneaky spying Microsoft! I recently upgraded my wife's computer to OS X from OS 9 mainly because of continued corruption problems on her iMac with Office:mac 2001. I installed Office X on her machine from the same install disk that I used for my ibook. I set her machine up with her as admin. Our computers are connected through a Linksys router mainly for sharing an internet connection. With file sharing off on my ibook, I got the same message when I tried to open Excel. Apparently that info. is provided on the network without one computer even being directly accessed by anothe, otherwise, Microsoft has built-in spying capabilities!
I hardly feel like a thief for wanting to share the same app with my wife within a household on a two computer network. (Don't even bother if you are going to reply and tell me what a license abuser I am for this!)
In your situation, if you paid for a site license, there must have been something in the install you missed or some network settings to be tweaked.
Mike
