Does this happen to another user on the system? Tried trashing finder prefs? (You can use Terminal, if you have it in the dock. Another hint, probably far too late is to drag your Applications folder to the dock on the right-hand side. Easy access to all your programs.)


But first thing I'd do is create another admin user, and log in as that user. If the problem persists try an archive and re-install of Panther.

If the problem goes away, then it's prefs problems with your original user, and you can go in and delete prefs files in Terminal. ('sudo -s' gets you a root shell, which will allow you to get into the first user's directories, you're looking in /Users/<username>?Library/Preferences. Delete com.apple.finder.plist )
