When it first arrived, it wouldn't do anything other than turn on the
power light and spin the fans. I re-seated everything and at that point
got a good solid bong but it won't continue to boot to the point where i=

I have worked on a couple B&W machines and they can be rather stubborn when devices have changed from devices it is expecting from it PRAM settings. Changing out a drive, change to a monitor that use a different resolution, etc will cause it to take a very very long time to get everything sorted out and begin its startup. So I would first suggest patience, I have seen a B&W take 5+ minutes to go from bong to beginning its startup process.

You may wish to check once again that everything is seated well and that jumpers are set correctly on any drives installed. It is often worthwhile to remove any add on PCI cards, modems etc when trouble shooting. And of course during trouble shooting there is no need to further confuse things by hooking up networks, scanners, card readers or external drives.

A B&W will boot with nothing attached. You can remove or detach the drives, leave the monitor, keyboard, mouse and network unhooked and press the power button. Wait a few minutes, be patient, and plug in the monitor. If the screen lights up to a flashing question mark then the components of the B&W are working fine. Then hook up the internal optical drive and with everything else once again detached put a bootable CD in the drive and restart. You will be able to tell if it is starting by listening to the CD spin. Be patient but once it starts spinning you should be able to hook up the monitor and watch a normal startup.

If it is starts from the CD, plug the usb keyboard and mouse back in and use them to select the CD from the startup control panel. At this point you can reattach the hard drive and do the start process once again with the keyboard mouse and monitor attached, you may still need to hold down the C key to get it started from the CD drive and be patient waiting for it to kick in. And of course if this goes well you can go ahead and initialize the hard dive and install the desired system software.

Welcome to the list and good luck with your adventure.
