Not necessarily. You could make a system that was universal (for all supported machines), but you did have to specify that during the install process.



What is the case with an OS X Mac that can run OS 9 applications in Classic, but can't boot directly into OS 9?

The OS 9 version you run as Classic shouldn't be particular about the hardware since all the hardware access is done by OS X.
