I put a new USB PCI card into my G3/300 and it now won't boot. What are the
steps for this?
An incompatible USB card will not prevent booting, only the USB functionality.
Take the broken USB card out of it's slot and try a different slot.
Make sure you didn't jostle something loose when installing it (like a drive controller or cable.) . If the result is the same after moving it to another slot, and everything else is ok, remove it to see if it's the USB card or something bad happened, like a cracked motherboard or broken-off component or something.
If the G3 works after removing it, return the card as faulty and get a new one.
