Probably a combination of both? Check to make sure the site works with the old Java you have, and make sure you're updated to the latest MRJ (which you can find buried on Apple's site somewhere). Don't discount a bug in the application, either.
But in general, OS 9 Macs have been left behind on the Java train for a long time. IIRC Apple never updated past Java 1.1.3 for OS 9, they're pushing Java 2.0 now; and there was a huge change between 1.1.3 and 1.3.
