From where did you download GIMP? If it was the premade package, it's compiled for 10.3 only; it will do nothing in 10.2. If it's the source code, you need to compile it, and I'd use fink to do that. From a standing start compiling Gimp is a long process, though fink makes it all pretty much unattended.
If you know you have a version of gimp that works on 10.2, then you can run it via the Xterm window in X11 or enter it into the Applications menu of the X11.
In either case the command you enter is:
/path/to/gimp/executable
IAC, I'd really recommend Fink, and the GUI component Fink Commander. They will let you pick and install a program from a long (long, loooong) list of X-windows things, click on an icon, and if you've set up fink correctly, it will download all the needed components, compile them if necessary and set it up to run.
