I "hear tell" some (many?) drives have a jumper setting that will let you delay them spinning up a few seconds, based on their ID #. I checked this out when my beige was having wonky startups, which I thought was a dying PSU (turns out it was actually a wonky connection to the wall socket.) Check your drives documentation.
