I am running 10.3.7 on several machines. This happens on G4 quicksilver, G4 iBook, G4 Yikes and G4 Sawtooth.
As you can see it doesn't seem to be hardware dependent. I am not sure if it started when I started updating to 10.3.7. I also thought it might be a bug in 10.3.7 but I believe I noticed it first in 10.3.6
My great fear is that this is related to some process similar to the old extension conflicts that occurred back in OS 9.
Like you, I have noticed the problem that you mentioned.

Are you running 10.2 or 10.3? I've run into this thing trying to run programs under 10.2 which require (and don't always state they require!) 10.3 to run.
