I am a little surprised that although you have a B & W G3, you are not
using some form of OS X. 9.2 should be able to make use of Netscape
4.7.9 w/128 bit encryption, but, I would still recommend that you find
someone with OS 10.2 and load it into your computer. Hell, even 10.1.3
and above are pretty darn good OS's (didn't care for 10.1.5 myself).
Once you go to OS X your problems will be cured. I would give this a
try first though.

So recently I've been using the awful Navigator 4.7 just for

bullshit! This is NETSCAPE's fault.
I have tried contacting PayPal to complain about its making Explorer
unusable, but there is no way to contact an actual person at PayPal.
So what do I do? Neither Explorer nor Netscape can connect me to
PayPal, so how do I pay? Sue PayPal and Netscape??
Netscape 7 should work for you.
