As has been noted, you need to download a tool that handles RAR archives. There are several freeware and shareware options available. As for burning, the odds are that your device requires a PC-readable disc. You may be able to use Finder burning for this, but unfortunately I'm not 100% sure if Finder burning produces a hybrid PC/Mac disc. I believe it does, but I'm not sure, so just try it and see if it works.

Finder burning is easy. Just insert blank media into your burner. On my Mac I have it set to ask you what you want to do with the blank media, but I believe the default behavior is that the Finder automatically handles it. If you are given a choice of options, choose to use the Finder. Anyway, a CD disk image will be mounted on your desktop. Drag the file(s) into this "disc", then drag the disc to the trash (which turns into a Burn icon), or select the disk and then select "Burn disc..." from the File menu.

It may be the case that you have to burn the CD with some special/specific format, and you'll need to find out if that is the case and what format it needs. If so you can do that too with third party tools that let you set the specific format. Toast is a commercial option for that, but there are numerous freeware and shareware burning tools that let you do this. Try YuBurner, BurnX Free. There are others. Search macupdate.com or versiontracker.com.
