ok I found out the disk must be burned in "Mixed Mode CD-ROM" (CD-ROM XA) with TOAST in order to work. I tried doing that, even so, when I open it in DOS, the program finds no audio tracks on the volume. I used to put the RTZ CD on a CD player and it would play all 25 tracks, except for #1 which was treated as a data track. The product I get from Toast only has one silent track as I put it on my CD player.
