Did you do a reinstall or custom install of OS 9.2 after you installed the USB card? Because OS 9.2 didn't install the USB drivers at first because you didn't have an USB card installed. So either do a custom install or re-install of the USB drivers. People have mixed results w/ Apple USB Adapter Support 1.4.1 which actually was for OS 8.6 IIRC. You did run the installer, I guess, or did you install it manually? If you're trying either method make sure that you trash all USB related drivers before installing something new otherwise you will have, or perhaps already have, mixed USB drivers which are conflicting.
