They did that with the public beta 5 years ago.
A user who wants to try OS X for cheap can get 10.2 for $35 and 10.3 for $49 from OWC. Better deals can likely be had from other retailers, swap lists, eBay, etc.
As for Apple launching a program for OS X trials versions, I can't see that that makes financial sense. OS X 10.0 was released 4 years ago, this month. Marketing to a group that reluctant to change probably have much potential for ROI. It Apple really wants to crack that segment, they--and their customers--would be better served with a 'trade-up' discount program for new hardware.
