Yes. Use the rm command from the Terminal.

Open Applications=>Utilities=>Terminal

type:

sudo rm -r /path/to/folder

(you can drag and drop the folder to be deleted onto the Terminal window and it'll automatically build the path for you)

Hit return, enter the machine's root password and it's gone forever. Locked files and all.

(caution: you could delete an entire hard drive just as easily).
