Anyone running OS X should create another user account on their systems for diagnosing problems like this,

If the problem does not occur with the test user it HAS to be something associated with the regular account, most likely corrupted preferences.

If the problem persists, then it's most likely either the application, or, in this case, since it's affecting all internet browsers, something in the system.

Did you recently install a new browser plug-in? All browsers look at /Library/Internet Plug-ins; that could be the problem.

if you start a terminal window type in: (Or copy/paste the following lines in)

cd /Library/Internet\ Plug-Ins
ls -lt

the top file in the list is the most recently modified one, and is most likely to be the problem.

A quick&dirty test is to just drag all the plug-ins out and see if the browsers work.

If this fixes the problem, then it's a plugin either corrupted or the wrong version for your OS, I'd start with the most recently modified one.

If not then it's likely the system.

Fortunately even this isn't that tedious a problem; an archive & reinstall of the OS will fix it, without affecting your user files and settings too much. I've done it in less than an hour on a 400 Mhz powerbook G4.
