Shouldn't a usb 2 card work at usb 1 or 1.1 speeds under OS9.2.x
in the case where you are able to boot or am I missing something?


No. Some cards, mostly earlier released USB 2.0 cards only work in OS X and not at all in OS 9. Profiler can see them but that is it. Card firmware or newer OS 9 drivers may have cured this for some.
