I'm going to assume you mean Quartz Extreme <http://www.apple.com/macosx/features/quartzextreme/>.
Quartz is to OS X as quickdraw was to OS9; the fundamental technology behind everything you see. Quartz Extreme is a means of offloading some graphics processing normally done by the CPU to the video card, which typically is a lot faster at these sorts of calculations. See the web link above for details.
It speeds up a lot of stuff, notably UI performance, and is supported ony for AGP cards.
There'a a hack that will let you run it on a PCI card, but at most it'll get you a couple percent speed up due to bus speed issues with PCI versus AGP. In return, you also get greater crashing!
