Hmm. Did your mini come with Software Restore CDs? I would bet that the OS 9 install is on that, not a normal install. I.e. you do a software restore and probably there's an option to include an OS 9 system, or a separate "restore" for the OS 9 system. Note that you can't boot into OS 9 on a mini, but you probably knew that already. You can only use the classic environment.

All of this is just guessing - I don't have a Mac mini.
