Here's how I've successfully done it here: (OS X 10.3 directions. Thisn is something that Apple greatly improved between 10.2 and 10.3. It is worth your while to get 10.3 if you don't have it)

On the PC

Make sure the computer and printer name on your XP system is < 12 characters. OS X cannot see shared resources with names > 12 characters.

Note the workgroup name (WORKGROUP by default, but you may have named it differently).

On the Mac:

Go to Applications > Utilities and run Directory Access.

Click on the lock and authenticate to be able to edit settings.

Make sure SMB is checked, select it and click on Edit.

Set the workgroup name to the correct one. ON the off chance you're using WINS servers (unlikely) enter those addresses in there, too.

Start Printer Setup Utility. Select Windows Printing. Navigate to the computer with the printer, double click on it, authenticate of needed, then select the printer. Select the driver from the installed list, and you're good to go.

OS X 10.2 needs GimpPrint installed, (10.3 has it installed already) and the Windows networking was greatly improved in 10.3.
