If they're small enough clips (700 MB or less) you can just burn them to CD using Toast. Almost all DVD players will handle the CD just like a regular DVD. This will give you the original quality.
If you need more compression, as has been stated, then VCD will give you the smallest files, SVCD is also very small and since it's MPEG 2 will give you near DVD quality video. The only problem is that older DVD players may not handle the VCD and SVCD formats.
Thirty minutes of DV compressed to MPEG 2 DVD will fit nicely on a CD. This means little wasted space and coast savings. All of the apps mentioned will work fine for whatever you want to do.
