You should be able to extract the audio and export it to something like  
Sound Studio (Felt Tip Software  
http://www.felttip.com/products/soundstudio/) where you can increase  
the volume and then drop it back into iMovie. Felt Tip lets you  
download a working copy of Sound Studio for a trial period.
