I have a CD with video here that I can't figure out how to play. When I open it on the desktop, there are four folders, named: EXT, MPEG2, SEGMENT and SVCD.

Anybody know an application for viewing this? I saw it on a PC once, but don't know what application was playing it.

Use VLC (http://www.videolan.org/). It's free and it should play SVCD's just fine. Select File --> Open Disc and select "VCD" and "OK" (I know that says VCD, but it'll also play SVCD's).
