Depends of the device, some can, some cannot.

FE, I have an USB 2.0 cardreader (8x) connected to a selfpowered USB Hub 4x,
to a PCI-USB 1.1 card 2x in a PM 9600/350 running OS 9.1. Works flawlessly
and rel. fast.
