My suggestions:
Boot from the 10.2 CD and run Disk repair until it doesn't report any errors. (Select Disk Utility from the Installer menu)
Boot back to the system and run permissions repair. Always repair permissions from the current, booted system.
Re-apply the current combo updater, (ie, if you're running 10.2.8, download and run the 10.2.8 combo updater).
Then try to install the latest Dev Tools version supported by apple on your system.
If it still crashes it's likely a hardware issue.
Crashes like that are rare, though, and usually indicate hardware, not software problems, though.
If you're low on disk space, you could be getting a crash because you're running out of swap space and memory during the install, though OS X should handle that a bit more gracefully. 256 MB is pretty low especially if you want to play with any development stuff.
