No. When a system doesn't boot properly from any device there's only a few things that can be a problem:

The bus (or busses) in question have cabling or setting problems. For SCSI this is ID and termination issues, usually. For IDE busses this is master/slave settings.

Some beige G3's do not like having a single device on an IDE bus and have it jumpered to master (this may only pertain to certain drives) I know our G3MT in the office here would not boot until I pulled the master/slave jumper from the hdd entirely.

Cabling issues. Cables can be not set in all the way, or jammed on wrong. I've seen connector pins on HDD's bent sideways and broken by overzealous cable insertion. Some drives have enough room around the pins that you can plug it in shifted one set of pins over.

Cables can be cut, can short against case parts or just break off.

PRAM is hosed. The surefire cure for this is to pull the PRAM battery, let the system sit overnight. press and hold the CUDA switch for 30 seconds, re-insert the battery, press the CUDA switch once, and try booting.
