I get the Apple tone but nothing comes on the screen

To start the HD is plugged into P5 in a chain of plugs P2, P4 & P5
Sscondly the Rage card may not be seated properly.
Upon receiving any used computer, I strongly advise opening it up and
reseating all the pci cards. Apple's PCI design isn't as sturdy as
it could be.
Since you're getting a bong, the processor, ROM, and RAM are probably working.
If the monitor screen isn't doing anything, then the video init may
be failing (your suspicion that the Rage card needs seating).
Note that if the system wasn't shipped with its original Mac OS CDs,
then the HD should have been wiped.
Try booting from your Mac OS CD.
