Bill -- I switched to Mail from Outlook a couple of months ago and went through all that. First, your *addresses* don't go into Mail at all, but into Addressbook, which at first glance seems to offer no way to import them. There are lots of klutzy workarounds, and also an easy slick one: there's an AppleScript (in your AppleScripts folder, and very readily available if you add the Scripts Menu to your menu bar) that does it beautifully, even saving comments and (snail) mailing addresses.

As for importing mail itself, presumably you've used the Import Mailboxes command on Mail's file menu: what happens? ie why doesn't that work? It did for me -- all the messages came over in one Imported Mail folder, but the original folder structure was maintained and easy to reconstruct.
