Not so--in 10.3.9 it's there in Mail. I use it all the time.

Lucky you, it wasn't part of my "OS X" install. I had to get the Mail
Priority application to have the "bcc:" function.
Sure makes me wonder why "David Frank" went to all of the trouble to
write this application since it was already a part of MAC "Mail"
