But no matter what I do, it always opens Classic and tries to install it in Classic. Why would I want to install it in Classic (IOW, it will not be available to OSX if Classic is not open, which it very rarely is).

The firmware installer has to run in OS 9, not classic. Read the instructions that came with it.

Once the firmware is installed, you don't need the program any more.
