Adam,
  I had a similar problem on a Beige, did the same
things you did and got nowhere until a lister advised
me to:
1. Pull the battery
2. Pull the power wire out (important)
3. Leave it overnight, not just a short time
4. Hold down the teeny CUDA Button for at least 30
seconds at the beginning and end of step 3.

And try the Open Firmware reset:
A: Immediately after you hit the Start button, press
and hold Command-Option-O-F until the screen gives you
a command-line prompt that mentions Open Firmware
(using the onboard video and Apple monitor this works.
 Using a card such as a Radeon and third-party
monitor, screen might stay dark and your next move may
have to be to hold for a couple of minutes and then
start typing blind.).
Type:    set-defaults <return>
            reset-all       <return>

This should restart the machine.  If you have the
Jaguar CD 1 in the drive, it should find it and go on.
 But if it has Panther installed , I wouldn't do any
disk work from a Jag boot, permissions or otherwise.
   Sometimes messes in firmware require extreme
measures. Good Luck!

PS: Some versions of the story say you should type   
reset-nvram  before anything else in the Open Firmware
sequence, but that wasn't recognized by my machine. 
Maybe someone else can tell us when that's applicable.
