Locate the file org.mozilla.firefox.plist in your Preferences Folder.
Make sure that the FireFox application is stopped.
Then delete the org.mozilla.firefox.plist file.
The system will rebuild the file when you start the FireFox application the next time it is launched.

Not sure that this will cure your problem, but it's something to try.

Perhaps you have locked or have change the owner of the folder where the OS wants to store the those file. I don't think that they are preference files, perhaps they are temp. files which are usually hidden from the user. You can unhide the file if you want to locate where they are on your administrator account. Would you explain this statement more in detail. Usually you have a login account, which can on not have administrator privileges. Like one login might be "bulldog" and it doesn't have administrator privileges, and then another login "pussycat" which has the administrator privileges set. So I'm a little confused when you say "the administrator
one, not the other one"
