Is there any application that will work in OS9 that will set up keyboard function keys to do actions (eg: copy, paste, cut etc) rather than just open programs etc?

I have a new-to-me G3 which came with a smaller new black Apple KB, looks like one from the iMac days. It has 12 function keys across the top that can be assigned to open apps and docs only in 922. I tried QuickPop btw, but it has no Fkeys in its menu. Help!
