I think you've garbled something in translation. There is nothing in
that article about changing any notation; this is an issue of who
controls the root DNS servers.
Currently the US does, this does make much of the rest of the world
uneasy.
Besides, the dot notation is merely a convenience; the computers
don't use it anyway.
