Your oh so correct Clark.
PAL and NTSC are a form of composite video used in the broadcast
industry and to receive this type of signal requires a video tuner.
Since most DVD's will play on your computer (which most don't have a
video tuner) it should be obvious that this signal is produced in the
consumer DVD player so that it can be feed into the RF Tuner. As I
recall NTSC is a form of Single-Sideband with a suppressed carrier.
It's been a very long time since I repaired TV's back in the days of
electron tubes.
One of my three DVD players (Yamakawa DVD-275) will broadcast the DVD
that is currently in the tray being played on either PAL or NTSC (it's
a menu choice during set-up), which doesn't much matter to me because
mine is connected to my TV via (S-video & composite-video outputs)
composite-video which is the "RCA" RGB connectors (which are red,
yellow and white).
