The simple answer is that it can't find the startup disk. Either there is something wonky in the disk directory (but the OS is there), the disk has been wiped, or the disk is corrupted and repairable, or nonfunctioning. If you have the system disks, you may want to start up with them and try reinstalling the system software. Try inserting a system cd and press the "c" key as the system is starting up. In the alternative, I think you can hold down the option key at start and choose the system cd with the arrow keys.

These machines will run OSX pretty well, at least insofar a basic applications are concerned. You might want to get 10.4 (or a family pack since you have two) for installation. While you're at it, get yourself Disk Warrior. If the disk directory is bad, Disk Warrior will likely fix it next time.
