I'm glad dan jumped in, since I can be a bit of a novice sometimes.
Yes, you should repair permissions regularly. there are also regular
maintenance routines that your computer is supposed to go through.
Normally, if the computer is on in the wee hours of the morning OS X
will automatically do this. You should find a program like mac
janitor out there if you aren't already and run the daily, weekly and
monthly tasks.
Now, the reason I asked about the multiple users thing is because
I've had issues sometimes with programs if their "preference" files
go bad. I've fixed it by deleting specific files in the user library
folder.
I think the networking advice has promise though by Dan, give it a shot.

Sounds to me like a problem with your network settings. Try
creating a location optimized for home and one optimized for work
(in addition to "automatic"). Check and see the machine is picking
up the new IP address correctly in each location. My PowerBook
switches seamlessly among work, home and disconnected as it wakes
from sleep, so it should work for you, too.

I have an iBook G4/800/256/384 - 12 inch screen
I also have 256K DSL, a Quest DSL Modem and a D-Link video phone
(which does not work at the moment).
When I leave for work in the AM, I close all my programs and put
the iBook to sleep. When I come home, I try to open up Yahoo! IM
and/or Firefox, but they will not open. The the little beach ball
spins endlessly and the connection times out and I have to
restart in order to use the programs. Sometimes I will leave the
programs open and just put the machine to sleep. Same thing
happens. Needless to say, I an getting real tired of having to
restart all the time. I though t it was supposed to be more
efficient to put it to sleep, rather than turn it on and off all
the time?
