I used to be able to do POP with my free Yahoo account, but a couple of years ago, they took that option away from the free accounts. When I go to the "mail options" page, the only place POP access to Yahoo and mail forwarding is mentioned, is in the paragraph talking about "Mail Plus" a premium service that costs $19.99/year, or the "Business Mail" premium service for $9.99/year.

The only other place POP is mentioned on that page is where it talkes about using POP to download email from other services to your Yahoo account, which is included in the free accounts.
