I'm curious: what do you mean the "higher 1.5 DSL?"

In my neck of the woods (SF Bay Area), SBC sells DSL at *up to* 1.5 Mbps for
their Express (basic) package.  What speed does Qwest say you'll get "up to"
in your area?  512Kbps or something?

Do they at least offer a minimum speed that they have to meet or you can
cancel your contract without penalty?
