That's been there since the OS X Public Beta and actually derives from the old Next environment, not Windows.
Turn off the silly genie effect and the colossally annoying magnification effect, and the Dock settles down quite nicely. As you've found, having it put itself away when not needed is very nice indeed.
That said, I've 'switched' a number of people to OS X, and believe it or not, the folks who have the most trouble are old Mac users, not Windows users. I think it's because while there are lots of differences at first glance, OS9 and OS X are just close enough to really trip you up, particularly if you're used to command-key shortcuts.
Look through the Mac help; Apple has one section just for switchers from older Mac OS'es.
I don't recommend the many third-party hacks to make it act more like OS 9, because you should really train your muscle memory for the new system. I immediately ran out and bought WindowShade X when I first got OS X, thought I couldn't live without it.
When I upgraded to 10.3 on the work system, I found I'd misplaced my serial number to re-register it, and was too busy to look for it. After a few weeks, I found I didn't miss it at all, and actually turned it off on the one system where it was still working.
There is one utility though I DO love, which is Desktop Manager <http://desktopmanager.berlios.de/index.php> this is a port of a Unix X-windows utility that lets you have several 'virtual screens': almost as good as having four monitors on my desk.
