Key Caps is gone as a separate application, but the same functionality is still there in 10.3:

Open System Preferences. Click on "International". Choose the "Input Menu" pane. This is where you choose the keyboard layouts to show up in your keyboard menu top right of the screen (this menu only appears when you have more than one layout selected). Tick the "Keyboard Viewer" - same as old Key Caps. From now on it will be available in your Keyboard menu.

Took me a while to find this myself!
