I also hate responding to a something that I started in the first place and
really can't be decided definitely, since it is a question of vernacular.
 But in the circles I frequented in Los Angeles during my graphics and
pre-press 20+ years, it was always understood that a "clean install" was
when the system folder was replaced with a new one, leaving the old one
intact, but unusable since the system folder was no longer named system
folder, but something else, such as "old system folder." After the "clean
install" one then went back and opened the old system folder alongside the
new one, and moved over the settings one wanted to save into the new system
folder and trashed everything else, hopefully including the corrupt items
that caused the clean install in the first place. One usually moved over the
suspicious items one at a time and used the Mac to see if the problem showed
up again. This was a lot of work, but it was better than re-installing all
the apps, and absolutely necessary if one did not have the apps available to
re-install in first place. This was before an option was available on the OS
disks or floppies to do it for you.
Now I know I am opening up a can of worms by bringing this up, since all the
self righteous Mac owners and software company shills will start their
crusade to make the software companies even richer, but I'll take that
chance. This something I did a long time ago, and I am now reformed.

INSTALL Terminology

Clean install = WIPE disk (delete everything or reformat) >>

I've done a number of "clean installs" and never had to wipe, delete or 
reformat. It just gave me a new "clean"  blessed system folder along the old
system 
folder from which you can drag any old Extensions, CP's or Pref's into the 
new clean one. Of course we are talking about OS 9. Have I missed something?
