It's a hardware modem, so if the mac was messed up you wouldn't see the modem at all; no dial tone is something that's reported by the modem.

I would check the cable from the jack on the Mac to the modem, or look in the jack itself. I've seen jacks that have gotten the wires popped out of their channels and crossed. You PROBABLY can't put that connector from the jack to the modem card on backwards, but I'd check that as well. (I've been in IT business for 11 years and I know that's a noob mistake, but don't ever discount Murphy's power in this business ;-)

Possibly a broken wire in the jack, too. Other than that, possibly you got a doa replacement modem.
