Many of the transactional problems occured before Paypal completed all 50 state licensing procedures. This is because they kept having to change policies and such. Caused a lot of confusion, both with the users and their customer support people.

Many of the HTML/Javascript issues occured after Paypal was eBay'd. This is because eBay has poor development policies -- they roll out "upgrades" with little prior testing then leave them in place for at least one "cycle" - one week... heh. We're coming up on the Xmas season. Time for eBay to hit us with their traditional biggest changes of the year...
